Abstract
An educated and technically trained population is one of the basic necessities of a complex modern society; and it is the responsibility of a nation's educational system to develop such a human resource. The traditional schools of Latin America have generally been unequal to this task. Expansion of support facilities and reform of educational systems are the most pressing needs in Latin America today.
