Abstract

More than a million children starting to school each fall are disadvantaged - victims of too little, too late. The impoverishment of their lives is so severe that failure Is a natural consequence. For those caught up in this most vicious of circles, compensatory education is desperately needed to preclude tragedy. For it is tragic when even one child is denied the opportunity to make maximum use of his potential.
