Abstract
This paper discusses the conceptual differences between John Collier (Commissioner of the Bureau of Indian Affairs from 1934 - 1945) , Anthropologists, the Indians, and the Bureau of Indian Affairs (hereafter BIA) agents and interested laymen concerning what Anthropology could do for the IRA, and the ways in which these differences hobbled reform efforts.
