Abstract
This paper is an attempt to answer several key questions brought about by the concern over nuclear theft by terrorists. I will try to find answers to such questions as: Are nuclear power plants safe from the future theft of nuclear materials by terrorists? Can a terrorist construct an explosive device, or possibly something equally dangerous, from stolen nuclear materials? If so, is it possible for a terrorist to utilize these dangerous new devices as instruments of terror or blackmail? Finally, what might this "new" terror mean for the future?
