Philosophical and ethical discussions of warfare are often tied to emerging technologies and techniques. Today we are presented with what many believe is a radical shift in the nature of war-the realization of conflict in the cyber-realm, the so-called "fifth domain" of warfare. Does an aggressive act in the cyber-realm constitute an act of war? If so, what rules should govern such warfare? Are the standard theories of just war capable of analyzing and assessing this mode of conflict? These changing circumstances present us with a series of questions demanding serious attention. Is there such a thing as cyberwarfare? How do the existing rules of engagement and theories from the just war tradition apply to cyberwarfare? How should we assess a cyber-attack conducted by a state agency against private enterprise and vice versa? Furthermore, how should actors behave in the cyber-realm? Collaboration and the Future of Education: Preserving the Right to Think and Teach Historically

Current educational reforms have given rise to various types of "educational Taylorism," which encourage the creation of efficiency models in pursuit of a unified way to teach. In history education curricula, this has been introduced through scripted textbook-based programs such as Teacher Curriculum Institute’s History Alive! and completely online curricula. They include the jargon of authentic methods, such as primary sources, cooperative learning, differentiated instruction, and access to technology; yet the craft of teaching is removed, and an experience that should be marked by discovery and reflection is replaced with comparatively empty processes.
This volume provides systematic models and examples of ways that history teachers can compete with and effectively halt this transformation. The alternatives the authors present are based on collaborative models that address the art of teaching for pre-service and practicing secondary history teachers as well as collegiate history educators. Relying on original research, and a maturing body of secondary literature on historical thinking, this book illuminates how collaboration can create real historical learning.

Faculty Development in the Age of Evidence

The first decade of the 21st century brought major challenges to higher education, all of which have implications for and impact the future of faculty professional development. This volume provides the field with an important snapshot of faculty development structures, priorities and practices in a period of change, and uses the collective wisdom of those engaged with teaching, learning, and faculty development centers and programs to identify important new directions for practice.
Building on their previous study of a decade ago, published under the title of Creating the Future of Faculty Development, the authors explore questions of professional preparation and pathways, programmatic priorities, collaboration, and assessment. Since the publication of this earlier study, the pressures on faculty development have only escalated―demands for greater accountability from regional and disciplinary accreditors, fiscal constraints, increasing diversity in types of faculty appointments, and expansion of new technologies for research and teaching. Centers have been asked to address a wider range of institutional issues and priorities based on these challenges. How have they responded and what strategies should centers be considering? These are the questions this book addresses.
For this new study the authors re-surveyed faculty developers on perceived priorities for the field as well as practices and services offered. They also examined more deeply than the earlier study the organization of faculty development, including characteristics of directors; operating budgets and staffing levels of centers; and patterns of collaboration, re-organization and consolidation. In doing so they elicited information on centers’ “signature programs,” and the ways that they assess the impact of their programs on teaching and learning and other key outcomes.
What emerges from the findings are what the authors term a new Age of Evidence, influenced by heightened stakeholder interest in the outcomes of undergraduate education and characterized by a focus on assessing the impact of instruction on student learning, of academic programs on student success, and of faculty development in institutional mission priorities. Faculty developers are responding to institutional needs for assessment, at the same time as they are being asked to address a wider range of institutional priorities in areas such as blended and online teaching, diversity, and the scale-up of evidence-based practices. They face the need to broaden their audiences, and address the needs of part-time, non-tenure-track, and graduate student instructors as well as of pre-tenure and post-tenure faculty. They are also feeling increased pressure to demonstrate the “return on investment” of their programs.
This book describes how these faculty development and institutional needs and priorities are being addressed through linkages, collaborations, and networks across institutional units; and highlights the increasing role of faculty development professionals as organizational “change agents” at the department and institutional levels, serving as experts on the needs of faculty in larger organizational discussions.

Counting Women's Ballots employs new data and novel methods to provide insights into whether, how, and with what consequences women voted in the elections after suffrage. The analysis covers a larger and more diverse set of places, over a longer period of time, than has previously been possible. J. Kevin Corder and Christina Wolbrecht find that the extent to which women voted and which parties they supported varied considerably across time and place, challenging attempts to describe female voters in terms of simple generalizations. Many women adapted quickly to their new right; others did not. In some cases, women reinforced existing partisan advantages; in others, they contributed to dramatic political realignment. Killing Your Neighbors

Neighboring communities who once lived together in peace have committed some of the most disturbing genocidal violence in recent decades: ethnic cleansing in the former Yugoslavia; the slaughter of Tutsis in Rwanda; or Sunni-versus-Shia violence in today’s Iraq. As these instances illustrate, lethal violence does not always come at the hands of outsiders or foreigners—it can come just as easily from someone who was once considered a friend. Employing a multisited, multivocal approach to ethnography, Killing Your Neighbors examines how peaceful neighbors become involved in lethal violence. It engages with a set of interlocking case studies in northern Kenya, focusing on sometimes-peaceful, sometimes violent interactions between Samburu herders and neighboring groups, interweaving Samburu narratives of key violent events with the narratives of neighboring groups on the other side of the same encounters. The book is, on one hand, an ethnography of particular people in a particular place, vividly portraying the complex and confusing dynamics of interethnic violence through the lives, words and intimate experiences of individuals variously involved in and affected by these conflicts. Invisible in Plain Sight

The Land Act of 1820 made it possible for settlers to begin to populate the West and added to the confiscation of land from Native Americans. Former landowners – a mix of Native American, African and European ancestry – migrated to the northern frontier and founded at least thirty well-defined free black communities between 1820 and 1850 in the Old Northwest, becoming an important safe haven and beacon of freedom.
Its notoriety and size grew as slaves often migrated to these locations after they were granted emancipation in the wills of slave owners who purchased land in the area for them to settle on. The newly free people found sanctuary as these communities were also rumored to shelter runaway slaves in their role as active participants in the Underground Railroad Movement.
However, the prosperity of blacks living in these villages angered some of the local whites – many of whom were migrating at the same time and were connected to local law officials and politicians. Archival documents reveal continued acts of terrorism perpetuated against blacks which heightened the importance of the strength of the communities they founded – specifically schools, churches, businesses, and intergenerational family structures – in providing a unified front that allowed them to bond and thrive in an environment that was not always conducive to their survival.
Invisible in Plain Sight: Self-Determination Strategies of Free Blacks in the Old Northwest provides a rare detailed examination of an often overlooked piece of the American tapestry. Amnesiopolis: Modernity, Space, and Memory in East Germany

Amnesiopolis explores the construction of Marzahn, the largest prefabricated housing project in East Germany, built on the outskirts of East Berlin in the 1970s and 1980s and touted by the regime as the future of socialism. It focuses particularly on the experience of East Germans who moved, often from crumbling slums left over as a legacy of the nineteenth century, into this radically new place -- one defined by pure functionality and rationality -- a material manifestation of the utopian promise of socialism. Eli Rubin employs methodologies from critical geography, urban history, architectural history, environmental history, and everyday life history to ask whether their experience was a radical break with their personal pasts and the German past. Amnesiopolis asks: can a dramatic change in spatial and material surroundings sever the links of memory that tie people to their old life narratives, and if so, does that help build a new socialist mentality in the minds of historical subjects? The answer is yes and no -- as much as the East German state tried to create a completely new socialist settlement, divorced of any links to the pre-socialist past, the massive construction project uncovered the truth buried -- literally -- in the ground, which was that the urge to colonize the outskirts of Berlin was not new at all. Furthermore, the construction of a new city out of nothing, using repeating, identical buildings, created a panopticon-like effect, giving the Stasi the possibility of more complete surveillance than they previously had.
