Abstract
Thirty years ago, educational quality was measured by inputs~per pupil expenditures, teacher-student ratios, teacher salaries, and days of instruction. How is educational quality measured by the state to ensure that students are prepared for the future currently? The next generation of students needs to be prepared for the global economy. Across the nation, educators and legislators have been struggling to devise a method to ensure strong education for all. In Michigan the movement has been a slow and steady progression towards the much touted Outcomes-Based Education Reform Movement, or OBE. OBE is the paradigmatic shift from viewing "inputs" like time and money, as most important in assuring educational outcomes, to "outputs", such as standardized test scores, and subject mastery.
