Abstract
The stability of financial institutions is a topic of intense debate from Congress to the classroom. Financial institutions, as referred to herein, include both banks and savings & loans. The main issues being discussed center on competing abroad and stemming the tide of bank failures in the United States. The spending spree of the 1980's will to be paid for in the 1990's. To help solve some of the problems facing financial institutions, Congress passed the Financial Institutions Reform, Recovery, and Enforcement act in August of 1989. One requirement of the Act is a risk-based method of determining the capital requirements for depository institutions.
