Abstract
Why are there programs in residence halls? This paper explores why programs are important. Addressed are the following questions: how are student services professionals supposed to know which programs are successful? Why is one program better than another? Why have programs at all? Part one of this thesis explores the history of student services. Part two several standards and guidelines are used compare several programming models.
