Abstract
Health Circle (HC), a Kalamazoo based HMO, is currently attempting to obtain a Medicare contract, called a Tax Equity and Fiscal Responsibility Act (TEFRA). The purpose of this project was to determine the feasibility of Health Circle becoming a Medicare certified health maintenance organization. This proposal establishes criteria for obtaining Medicare certification for Health Circle and shows that Health Circle meets these criteria. Specifically, the report will focus on the structure and background of HC, the history of HMOs, the formation of the TEFRA contract, the impact which contracting may have on the various HC departments, the creation of a new HC Medicare department, the servicing of a TEFRA contract, and the activities remaining for HC regarding the implementation.
