Abstract
James Madison and the Framers of the United States Constitution recognized that government cannot divorce itself from the passions of men. In this lies the necessity for mechanisms to ensure the accountability of government. The Constitution does this through a system enumerated powers, in which permissible actions are clearly defined and restricted; separation of powers, in which government actors check the actions of other government actors; and through the guarantee of popular sovereignty, in which the power of government is dependent on a grant of authority from its citizens.
