Abstract
There is a general feeling that the system of ethnic federation that was introduced twenty-seven years ago in Ethiopia has not produced the expected outcome. Therefore, the purpose of this panel discussion is to suggest a system of provincial federation as a viable alternative to the ethnic federalism in Ethiopia. The discussants will first highlight the problems created by ethnic federalism, and then examine the benefits and possibilities of introducing a system of provincial federation in Ethiopia.
